Seriake Dickson Forged Nigeria’s End User Certificate

The Bayelsa state governor, Seriake Dickson, who allegedly paid close to N100 million to an Italian firm, Hacking Team, to hack mobile devices and computers of Nigerians is currently under investigation by investigators at the office of the National Security Adviser for allegedly forging sensitive national documents in the process of buying hacking solutions for the Italian firm, Premium Times investigation has revealed.

Mr Dickson is believed to have not only criminally hacked phones in Nigeria, he equally imported high caliber cyber attack tools without an End User Certificate, a prerequisite for the purchase of international defence tools – including cyber defence and warfare, the report said.

Hacking Team was itself hacked recently with 415GB of client files, contracts, financial documents, and internal emails, some as recent as 2015, publicly made available for download.

“There is no way the NSA would have issued an End User Certificate for Bayelsa governor to purchase such cyber weapon. He will need to explain how he obtained the Certificate with which he bought the tools and what laws empowered him to embark on hacking of citizens’ computers and phones” an official told the investigative newspaper stating conditions for importation and use of such weapons.

The National Security Adviser officials also said it would have turned down the request if it were approached citing the case of former Akwa Ibom state governor, Godswill Akpabio who made a similar request.

“Only federal security agencies are allowed to acquire such cyber defence tools.Mr. Dickson’s hacking activities are illegal,” the officials at the NSA told PREMIUM TIMES.

Seriake Dickson who will be seeking reelection in December has come under fire from different quarters. Several PDP groups are canvassing for a younger governor and do not want him back as governor.

Also, civil servants in Bayelsa state denied claims by Governor Seraki Dickson, that the state was not owing workers, “calling him a lair.”
